I love Shameful and Cowardly, it's exactly the kind of thing Magistrates need- a card that unconditionally Dishonours.
Not too sold on Smoke Cover- I understand the possible strengths, but it costs you a card and doesn't really do much to the tempo of the battle.

Shameful and cowardly is amazing. Dishonour 2 guys in battle (Hello Successful Bounty win) and a force penalty. Magistrates are now something to actually consider for Scorpion.
Smoke cover is really cool. I'd nearly start playing Swift Counterattack for janky combo-ness :P. But it may help swing the battle. You're only ever going to play it in an opposed battle, which Ninjas only ever enter a couple of anyway. So when you actually play it, it may as well just cancel the action and make your opponent try again. It's definitely something I'll consider putting in, depending on what else turns up this set.

Shameful and cowardly is the nut high tbh. Remember that pile I sleeved up on day 2 of Conclave... well now I don't have to play any of those awful awful awful cards ever again... :) A few more strategies like this and Magistrates may be a real player.

I think Smoke Cover is pretty good... it's a balanced counterspell but counterspells are still counterspells (read good).

Thats a Force reduction I can get behind.

Not too sure about the tactical action yet.

I don't know what loon decided that Monks needed Sake House Brawl, but it does fit with their theme of having all the good SE cards reprinted with Monk written on it.

I don't know about this being played. As solely an open action, quite a few monk players will cut it soon, as monk thrives in opposed battles.

Yeah but there are so many ways to abuse it.
Osawa by himself
Towers of the ningo for your turn.
Sohei's duty + buoyed by the kami,

I can just picture, person has 2 dangerous units, so you bow one, then sohei's in, take your additional and deal with the other threats. I think this card will go in to most decks if only because shintaro just bowed your unique.

At the same time, it chokes some other things, drawing this in battle (where monk deck do draw most cards now) is not very amusing. Then again, might take a spot anyways, but there are sooo many good kihos now. I wonder who decided they would suddenly be?
